Brief Description of Research Activities

The researches within the trend are acute due to the objective necessity of foundation of new processes and movements progressing and interacting in Russia’s regions, which are becoming the main “polygon”, ground for realization of various transformations, modernization and innovative activity within economic, social and political spheres.

 

 The researchers are aimed at study and creation of regional models of administration based on intensive usage of human potential in modernization processes. The human potential has become one of the strategic goals of the regional development. The researchers are aimed at reflection of Socioeconomy in the spatiotemporal continuum of the region.  The potential of the function-purpose model of regional strategic administration of social and economic processes is studied. Political, social and economic factors of regional policy at the regional level, necessary for economic growth and stable social development, relevant to the specificity of social and economic structure of the region are analysed.

 

Within the scientific trend the methodological approaches to elaboration of the Modified Human Potential Development Index (MHPDI) are developed. They include: a) average value between indexes of economic development, public health and education; b) index of economic development is calculated by the relative level of the gross municipal product per citizen; c) index of public health system development is based on the statistics, index of education is based on the part of students among population; d) maximin values are used as limits for every index.

 

The research revealed that the integral index of life quality of a territory, in particular, of a region or municipal unit which generalizes and accumulates a number of the different indexes and indicators of “social quality circulation” (quality of man, quality of labour, production, quality of education and public health, quality of science, culture and administration, environment quality, quality of man – a full circle) is the main criteria of local social and economic system development.

 

It was deducted that the quality of life of people in the aspect of territory socio-economic specificity study can be analysed on the basis of the method of complex groups of indexes, main components, rating, ranking and region typology, because these tools help register changes in quantitative characteristics of the whole system of indexes, reflecting the quality of life of people on the territory and helping to reveal the imperatives of stable regional development.

 

At different angles of view all stages, trends and ideological bases of the administrative reforms of contemporary Russia at the local level are examined. The representatives of the trend have found and described the role of the new state management tools in the development of the regional administration system in the context of the administrative reform. Differences between the federal and regional models of the administrative reform in Russia are regarded.

 

The researchers of the trend investigate regional political processes, particularly the work of the institution the “ruling party” in the regional context, ethno-political processes in the regions, state and tendencies of local elites’ development in the Perm Krai.
