Public Law and Private Law Principles in the Regulation of Property Relations

Brief Description of Research Activities
Study of civil law regulation of property relations is based on public law and civil law elements. Public law elements of the civil law regulation are determined by the Russian Federation and other public institution participation in the property relations, and also by the imperative rules of the branch method of regulation. The important task of the trend is to balance the public law and civil law elements in legal regulation of the property relations in order to provide the equality of the rights of their participants, their defense and to guarantee civil rights and lawful interests supported by the state.
 
The researches within the trend have been successfully carried out in Perm State University since 1999: a number of dissertations, monographs, articles and study guides have been done; the researchers take active part in expert work, in the working groups drafting regulations. Suggestions to improve the legislation in power are developed. The researchers collaborate with the leading scientific centres, public and legal authorities.
 
The aim of the research is to form the fundamental principles of the contemporary theory of public law and civil law element combination in the civil relations regulation; to formulate the principles of the contemporary study of civil law and also to carry out applied researches in the sphere of rule-making and law enforcement.
